　　贵州省将通过确保用地供应、新市民加强资金保障、贵州落实税费减免政策等措施，租房进一步规范发展公租房，保障加大对新就业无房职工和城镇稳定就业外来务工人员等“新市民”的力度公租房保障力度。

　　贵州省住建厅等四部门近日下发《关于进一步规范发展公租房的实施意见》要求，全省各市（州）、贵安新区、县（市、区、特区）根据财政承受能力，通过公租房重点保障符合条件的青年教师、青年医生和环卫、公交等公共服务行业以及当地重点发展产业中的新就业无房职工、城镇稳定就业的外来务工人员。

　　符合条件的家政从业人员也将纳入公租房保障范围，优抚对象、老年人、鳏寡孤独、建档立卡贫困户、见义勇为等符合条件的家庭将优先纳入公租房保障。保障方式以实物保障和租赁补贴为主，新就业无房职工和外来务工人员较为集中的开发区和产业区，可通过集中建设或长期租赁、配建等方式，增加集体宿舍形式的公租房供应。

　　为确保公租房工作顺利实施，贵州省的储备土地和收回使用权的国有土地，将优先安排保障性住房建设，政府投资公租房租金收入专项用于偿还公租房贷款本息及维修养护、管理等。公租房建设筹集、经营管理所涉及的土地使用税、印花税、契税、城市基础设施配套费等税费可享受相关减免政策。（潘德鑫）
